Does enhanced foster care allowance affect benefits?

An enhanced foster care allowance can affect some means-tested benefits, depending on the benefit, the way the payment is classified and your household circumstances. Report the allowance to the relevant benefits office and ask your fostering service for current guidance before assuming it will be disregarded.

Yes, an enhanced foster care allowance can affect some benefits, particularly benefits that are means-tested. The effect depends on the benefit you receive, how the allowance is treated under that benefit’s rules, whether it includes separate fostering payments or fees, and your wider household circumstances. Do not assume that an amount disregarded for one purpose will be disregarded for every benefit.

Benefits that may need checking include:

  • Universal Credit: the treatment of fostering income can depend on the type of payment and your circumstances. The rules may also differ where a foster carer has other employment or self-employment income.
  • Housing Benefit and Council Tax Reduction: these are administered under separate rules, so the local authority may need details of the allowance and your fostering arrangement.
  • Legacy means-tested benefits: if you receive support such as Income Support, income-based Jobseeker’s Allowance or income-related Employment and Support Allowance, ask the relevant office how an enhanced payment is assessed.
  • Benefits based on other criteria: benefits such as Personal Independence Payment and Disability Living Allowance are not normally calculated from household income, but a change in your circumstances should still be checked if the benefit office asks for it.

An enhanced allowance may contain more than one element. For example, it could include money intended for the child’s day-to-day care, an enhanced fostering fee, or payment connected with the child’s additional needs. The benefits office may require these elements to be identified separately before deciding what counts as income. The fact that a payment is described as a fostering allowance does not, by itself, settle how it will be treated.

Other changes linked to a placement can also affect your claim. These may include a child joining or leaving your household, a change in the number of children placed, a change to your fostering status, or a change in other income. Report the relevant change rather than waiting for a routine review. Keep copies of payment statements, placement details, agreements and correspondence so that you can explain what each payment relates to.

When notifying a benefits office, provide the information it asks for and make clear that the payment is connected with fostering. Ask whether it needs the full enhanced allowance, individual payment elements, or a particular period of statements. If you receive more than one benefit, check each one separately: an answer given for Universal Credit may not automatically apply to Housing Benefit, Council Tax Reduction or another scheme.

Before accepting an enhanced foster placement, ask your fostering service to explain how its payments are structured and whether it can provide information for a benefits assessment. A benefits adviser, the relevant local authority or the department administering your claim can then assess your individual position. This is especially important if your entitlement is close to a limit, your household includes a partner, or you receive several means-tested benefits.

Keep a written record of the advice you receive, including the date, the organisation contacted and any documents requested. If a decision appears to misunderstand the nature of a fostering payment, ask for the decision and calculation in writing and use the relevant challenge or reconsideration process. Your fostering service can help you understand the payment details, but the benefits office makes the decision about entitlement.

The timing of an enhanced fostering payment can matter as well as its total amount. Some benefits assess income over a set period, while others use different calculation methods. A recurring payment may therefore be considered differently from a one-off adjustment, arrears payment or amended amount covering an earlier placement period. Keep the payment date, the period it relates to and any accompanying statement together. This helps the benefits office assess the payment in the correct context rather than treating every amount as regular monthly income.
