How often are council fostering allowance rates paid?

Council fostering allowances are usually paid regularly, often monthly, although the exact payment schedule varies between councils and fostering services. Before you start fostering, your supervising social worker should explain when payments are made, whether they are paid in advance or arrears, and how changes to a placement affect the amount.

Council fostering allowance rates are often calculated as a weekly amount, even when the money is transferred in a different payment cycle. The actual arrangement may be weekly, fortnightly or monthly, depending on the council or fostering service’s finance procedures.

The amount paid for a particular period can depend on the dates involved. For example, a placement beginning or ending part-way through a payment period may result in a proportionate payment rather than a full period’s allowance. The same may apply where a child moves between placements or where the approved terms of a placement change.

There can also be a difference between the date an allowance is processed and the date it reaches a foster carer’s bank account. Administrative checks, a newly created placement record or a change to banking details can affect the first payment or a later adjustment. This does not necessarily mean the fostering allowance rate itself has changed.

Foster carers should be given written information explaining how payments are calculated and recorded. This may be included in the fostering agreement, placement agreement, carer handbook or payment statement. Useful details to check include:

  • the payment cycle used by the council or fostering service;
  • whether the allowance is calculated by complete weeks, calendar periods or another method;
  • how part-period placements are dealt with;
  • how changes to a child’s placement dates are reflected;
  • how deductions, adjustments or additional approved expenses are shown; and
  • who to contact if a payment does not match the statement.

A fostering allowance is intended to contribute towards the costs of caring for a child or young person. It should therefore be kept separate in your records from other household income and from any professional fee or expense reimbursement that may apply under the fostering arrangement. The payment description and supporting paperwork can help you distinguish these amounts.

If a payment appears incorrect, compare the statement with the placement dates and the agreed allowance information before raising the issue. Ask the supervising social worker or the service’s payments team to explain any difference, particularly after a placement starts, ends or changes. Keeping placement records and payment statements together makes it easier to identify missing or adjusted amounts and to understand when a correction has been made.

The frequency of council fostering allowance payments does not indicate the value of the allowance. A weekly entitlement may be combined into a fortnightly or monthly transfer, so the important comparison is between the agreed rate, the period covered and the amount shown on the payment statement.

When planning household finances, check whether the payment cycle creates a gap between caring for a child and receiving the related allowance. Ask the fostering service to explain how any payment covering more than one weekly period will be itemised, particularly where the placement starts close to the end of a payment cycle. This makes it easier to understand what each transfer covers without confusing payment frequency with the fostering allowance rate.
