How old do you have to be to become a foster carer?
You must be at least 21 years old to become a foster carer in the UK. There is no upper age limit, but you must also meet the required health, home and suitability criteria assessed during the application process.

Applicants must be at least 21 years old to foster. This applies whether you are applying alone or with a partner. Meeting the minimum age requirement allows you to begin the assessment, but it does not by itself determine whether you will be approved.
There is no fixed maximum age for foster carers. Instead, the fostering agency will consider whether you can meet the needs of a child safely and consistently. This means that older applicants are not automatically excluded, provided they can demonstrate that fostering is suitable for their circumstances.
Age is considered alongside factors such as:
- your physical and emotional capacity to provide reliable care
- your ability to manage the practical demands of fostering
- your experience of caring for, working with or supporting children
- your household’s stability and readiness for fostering
- the types of placements that may be appropriate for you
- your ability to work cooperatively with social workers, schools, families and other professionals
Being 21 does not mean you need to have a particular job, be a parent or have many years of experience. Agencies look at your individual circumstances and the skills, understanding and support you could bring to caring for a child. If you are a younger applicant, you may be asked to discuss your life experience, relationships, support network and understanding of the responsibilities involved in fostering in greater detail.
For older applicants, the assessment may consider how fostering fits with your health, lifestyle and future plans. The agency may also discuss the ages and needs of children who could be appropriately placed with you. This is not an automatic barrier; it helps ensure that any proposed placement is safe, realistic and sustainable for everyone in the household.
If you are applying as a couple, both applicants must meet the minimum age requirement. You do not normally need to be married or in a civil partnership, but the agency will consider the stability of your relationship and how you make decisions together. A single person can also apply, provided they can meet the requirements and have suitable support around them.
Once you make an initial enquiry, the agency can explain its criteria and discuss whether your age, experience and circumstances are likely to be suitable. If you proceed, the application normally involves information gathering, statutory checks, references, health information, preparation training and a detailed assessment before a fostering panel makes a recommendation.
Age should therefore be viewed as an entry requirement rather than a measure of your suitability. The important question is whether you can provide safe, dependable and appropriately supported care for a child or young person. An agency can explain how your circumstances would be considered and what evidence may be needed during the assessment.
The minimum age requirement applies to the person applying to foster, not to every adult or child in the household. Other household members will still be included in the assessment where relevant, because their relationship with the applicant and their understanding of fostering can affect how a placement works in practice.
