The minimum legal age to become a foster to adopt parent in England is 21. This applies because foster to adopt applicants must be approved to foster while also being assessed as prospective adopters. Reaching the minimum age does not automatically result in approval; the agency must consider whether you can provide safe, stable and appropriate care for a child.
There is no fixed upper age limit for foster to adopt applicants. Instead, the assessment considers your overall circumstances, including your health, energy, emotional maturity, relationships, home life and ability to meet the needs of a child. Your age may be considered alongside these factors, but it is not assessed in isolation.
Applicants who are close to the minimum age may be asked to show how their experience and support network will help them manage the practical and emotional demands of caring for a child. Relevant experience can include caring for children, supporting family members, working with children or managing significant responsibilities. Formal childcare experience is not necessarily required, but you should be able to demonstrate understanding, reliability and readiness to learn.
The assessment normally involves an initial discussion, information gathering, checks, references, a health assessment, preparation training and a detailed home study. The assessing social worker will explore your reasons for choosing foster to adopt, your understanding of concurrent planning, your ability to manage uncertainty and how you would support a child’s relationships and identity.
Foster to adopt placements can involve a child being placed with approved carers before the adoption decision is final. This means applicants need to understand that plans may change and that the child could return to their birth family or move elsewhere. Your age, experience and personal circumstances will therefore be considered in relation to your ability to manage these possibilities safely and appropriately.

For a couple making a joint application, both applicants must meet the requirement; one partner’s age cannot cover for the other.
